Trying it on another network was one of the first things I attempted, but unfortunately it didn't do the trick.

Not that I think that would be an accurate diagnosis anyway. I've never had such an issue downloading anything on Xbox Live or the hundreds of games I've bought on Steam and Direct2Drive. If Sony's network is so fragile that a lost packet causes their software to fail catastrophically, we've got bigger problems facing us all. ;)

I think I have resolved the issue. Try to download the problem content from another location. There may be some very minor data loss from your home internet which is leading to the failed installs. For more info, see here: http://forums.whirlpool.net.au/forum-replies-archive.cfm/1323017.html

This exact reason is why I worry regarding online content from consoles. Call me old fashioned but I like having a disk (or backup around). On the downside I also like the instant gratification of downloading a game or add-on content to a purchase immediately. I hope this resolves itself for you and you finally get to play!

Amen. I'm having this exact problem with Pain and FFVII. Pain usually installs but then 80029564 rears its ugly head on install of either the first or second update.

I've also tried every fix that I could find online but am now resigned to hoping this gets fixed with future firmware updates. Hopefully enough people have this problem to make Sony notice. There certainly appears to be more and more people posting about error 80029564 at 14% of install.

This problem has forced me to stop buying content from the playstation store which is a shame.
